QuickStarts Qld | Round 2

QuickStarts Qld – round 2 is a capital investment program to accelerate planned construction and new acquisition projects to deliver a range of social housing.

The first round of QuickStarts Qld closed in January 2022, with exceptional responses from across Queensland. We released a second round on 1 December 2023.

QuickStarts Qld – round 2 is seeking proposals from registered community housing providers (RCHPs) seeking state capital grant funding to increase the supply of social housing in target regions through either:

  • new construction projects
  • acquisition of new off-the-plan, turn-key projects.

These are not included in this procurement process:

  • projects delivered by the government
  • redevelopment of existing dwellings
  • proposals for the spot purchase of existing dwellings (excluding turn-keys).

Builders and trades should register with QTenders to see contract opportunities as they're released.

Registered community housing provider proposals

We are seeking proposals from RCHPs for projects that can both:

  • be contracted before 30 June 2025
  • have construction accelerated so the project can be completed by 30 June 2027.

We will prioritise projects with the earliest construction commencement.

Eligible projects are new construction or new turn-key acquisition projects that:

  • can be contracted by 30 June 2025 and delivered by 30 June 2027
  • are new off-the-plan, turn-key acquisitions (house and land packages) that can be contracted with the department by 30 June 2025 and settled by 30 June 2027
  • are on land that an RCHP owns or legally controls
  • have no barriers to contracting with the state immediately.

Councils that are registered housing providers under the Queensland Regulatory System for Community Housing can submit proposals for new construction supply projects within their local government areas.

Target regions

We are targeting new proposals in 7 regions:

  • Far North Queensland
  • North Queensland
  • Mackay/Whitsunday/Isaac
  • Central Queensland
  • Brisbane
  • Gold Coast
  • Wide Bay Region.

We will accept proposals for locations outside of these regions.

To submit a proposal for QuickStarts Qld – round 2, register for the SmartyGrants submission portal.

The portal is easy to use, and allows you to save your form and come back to it later.

If your proposal arrangements proceed to future procurement stages, you won’t need to re-register or resubmit information you’ve already provided.
