We sought feedback from registered community housing providers (RCHPs) on a draft Master Agreement which is proposed to be used by community housing providers to apply for funding arrangements with the State.

About the Master Agreement
The Master Agreement is a universal, long-term agreement between the Department of Housing, Local Government, Planning and Public Works and RCHPs.
The new agreement simplifies funding arrangements into 1 master document, which is proposed to replace all capital, lease and service agreements which currently exist between the department and RCHPs for social housing funding administered through the Housing Act 2003.
The Master Agreement has 4 parts:
- General terms that apply to all funding types (part a)
- A Capital Funding section (part b)
- A Master Lease with standardised lease terms (part c)
- Standardised service funding terms (part d)
We have committed to implementing a Master Agreement under:
To develop the Master Agreement, we have consulted with RCHPs and experts within the community housing and banking sectors.
Benefits of a Master Agreement
A Master Agreement will improve efficiency and sustainability in the way we work with RCHPs.
There are currently many different contractual terms across the community housing sector, and even within each provider’s portfolio. To understand their obligations and liabilities to the department, a provider must consider the terms of each individual contract. This may involve analysing hundreds of contracts, all with different terms and conditions.
For RCHPs, having a Master Agreement in place means:
- flexibility to manage and grow
- quicker processes
- less red tape
- reduction in reporting
- greater revenue predictability
